Local Land Charges Register

MasterGov's Land Charges Register module provides all of the tools needed to automate to collection of data from MasterGov modules such as Planning, Enforcements and Appeals into your Land Charges Register and then share it automatically with HMLR's national register.

The module stores the necessary data for all 12 parts of the register as legislated in the Land Charges Act, including the additional fields required for the HMLR schema. When used in conjunction with other MasterGov modules such as Planning, charges can be added to the register. All necessary legislative fields are completed accurately, and the spatial boundary is captured without manual intervention, based on pre-defined business rules. This results in significant time savings for officers in maintaining the Land Charges Register.

In addition to the automatic import of charges, users with sufficient permissions can create new charges within the system. The module allows for the storage of, but not limited to, the charge type, sub type, UPRN, address, description, statute, reference number, and key dates. Each charge can be digitized with the GIS connector.

When in live operation with HMLR, new and amended Land Charges are electronically transferred to HMLR via an API. Once successfully added to the national register, HMLR's key information is returned to MasterGov to confirm its acceptance.

As with other modules in MasterGov, the LLC register benefits from GIS functionality, workflow, automatic Alert/Reminder facilities, and a Document Management System.

Workflow

The MasterGov suite contains an integrated workflow system. This task-based system allows the Council to define workflow processes for each module and have the system automatically apply them as the case progresses.

Notifications

MasterGov is supplied with Alert and Reminder capability, allowing custom alerts / reminders to be sent to specific officers to alert them of a forthcoming deadline.

Full GIS Solutions

MasterGov is supplied with QGIS GIS Solution, providing you with all the tools required for spatial data capture, analysis and constraint checking.

Access Control

DEF recommend using an Active Directory group which is added to the SQL Server database to provide system access. In doing so the DBA does not have to add individual users to the database server. Instead individual users will be added to the AD group.

Document Management

MasterGov has its own Document Management System for storing letters, documents, certificates, emails and photographs relating to records stored in the database.

Reporting

MasterGov takes advantage of Microsoft's SSRS Reporting functionality to allow limitless Reports and Dashboards to be created across all modules within the MasterGov suite. Management dashboards and automated report delivery included as standard.
